Who are going to be benefited most from the Skill
Development Allowance Scheme? If your answer is- every unemployed person between the age
of 16-36, then you are straight way wrong. What about a villager, who lives in
a village and having no access to city. Will he be able to make the best utilization
of this grant? Never! With the help of the meager amount of one thousand one
cannot move from village to nearby city for skill development. There this
amount will not buy him even a single room on rent. Moreover we don’t have academic
and professional skill development resources located in villages. So what are
they going to do with this money is a question policy makers should ponder over. Himachal Govt. should launch a parallel scheme for unemployed rural youth, which will help them in real sense.
